The cutting itself is really hard to do with scissors, especially with smaller-diameter circles...and really tedious too. If you're using a thick plastic, that will make cutting with most implements more difficult too, though there are ';stencil burning tools'; around that could work (also on glass, as below).





You can use an Xacto knife outfitted with a pointed Xacto blade to trace around a bottle tip (top?) or something else that's not totally flat (so you can kind of press against it while cutting)... put the sheet of plastic or paper you're cutting on a sheet of glass though so the blade won't cut the surface, and also to allow you to rotate the bottle cap as you're cutting.


If the circle is large enough, you could also try cutting that way *inside* a stencil rather than around the *outside* of a template or form... there are various plastic and metal ';circle stencils'; that you can buy in an office supply store that have various circle sizes, and some places have circle templates you can cut around instead.





And there is a not-too-expensive circle cutting item you can buy wherever scrapbooking supplies are sold which uses a tiny swiveling blade at the end of an arm that travels around in a circle (it's also done on glass and is a mechanized version of cutting with an Xacto knife yourself).





Many people use some kind of punch or die-cut machine to just punch discs out too.

You need a circle punch or die cut. A die cut would require the die cutting machine. Not practical for a one time use. Depending on the thickness of the plastic, you could purchase a circle punch. Scrapbooking stores have die cut machine for the public use, but most require you to buy the paper or material in their store to use it.
